Why these restrictions exist in West Kelowna

The City of West Kelowna moved to Stage 2 effective May 4, 2026 in response to Okanagan Lake levels sitting at a record low for this time of year, combined with below-average snowpack and winter/spring precipitation across the Okanagan Basin. The 2025 dry season carried into 2026 without enough recovery to lift restrictions. West Kelowna's water utility draws from four source systems: Powers Creek, Rose Valley, Sunnyside, and Lakeview Heights/Okanagan Lake. Watershed infrastructure (diversion channels, dams, headgates) is being actively adjusted to balance reservoir levels heading into summer. If precipitation stays low and demand remains high, Stage 3 (1 day per week) may be imposed this summer. The Okanagan Basin Water Board (OBWB) is coordinating regional drought response: Kelowna (across the bridge) entered Stage 1 on May 12, 2026; Lake Country is also at Stage 2 effective May 4; Peachland is at Stage 3. Each city is served by its own utility, so schedules and hours differ across the cluster. Water is metered in West Kelowna; lower consumption means a lower quarterly utility bill. Lawns only need about 3 cm of water per week. Keeping grass at 6-8 cm height reduces evaporation and promotes healthier roots.

Supply: Okanagan Lake at record low for early May 2026. Below-average snowpack and winter/spring precipitation across the Okanagan Basin drove the Stage 2 declaration.

How to keep your West Kelowna lawn alive

8 tips for West Kelowna homeowners.

Hand watering of vegetable gardens and landscape plants (NOT lawns) is permitted any day, any time with a shut-off nozzle. Prioritise food crops and shrubs over turf.

Run automatic sprinklers only between midnight and 6:00 AM on your two permitted days. Set the controller and confirm rain-sensor function.

Mow at 60-80 mm to shade the soil and reduce evapotranspiration; leave clippings on the lawn to recycle moisture.

Use a rain gauge to track actual precipitation; skip your scheduled watering after any 5 mm+ rainfall.

Lawns only need about 3 cm of water per week. Measure with a tuna can on the lawn during a session and stop the sprinkler when full.

Install a rain barrel on a downspout. Captured rainwater is unrestricted under all stages.

Convert decorative turf to drought-tolerant Buffalo Grass, native blends, or xeriscape. The metered rate makes conversion profitable within 2-3 seasons.

Monitor westkelownacity.ca weekly. Stage 3 (1 day per week) is the next escalation if Okanagan Lake and reservoirs continue to drop.

West Kelowna water restriction FAQs

Can I water my lawn in West Kelowna right now?
Yes, but only on your two assigned days. West Kelowna is under Stage 2 watering restrictions carried over from 2025. Even-numbered addresses water on Tuesday and Saturday; odd addresses water on Wednesday and Sunday. Automatic sprinklers may run only between midnight and 6:00 AM on permitted days. Manual sprinklers may run midnight–11 AM or 6 PM–midnight. No sprinkling 11 AM–6 PM any day.
Why is West Kelowna at Stage 2 in May?
Stage 2 has been in effect since summer 2025 and was never lifted due to continued dry conditions — this is a carryover, not a new declaration. Most of the snowpack has already melted off the watershed, leaving some of West Kelowna's reservoirs low. City staff are adjusting watershed infrastructure (diversion channels, dams, headgates) to balance reservoir levels heading into the dry season.
Will West Kelowna move to Stage 3 this summer?
Possibly. If precipitation stays low and demand remains high, Stage 3 restrictions may be imposed this summer, reducing outdoor watering to once per week. Monitor westkelownacity.ca/watering-regulations for stage announcements — Stage 3 in West Kelowna would be the most severe restriction since the city's incorporation in 2007.
Can I hand water my lawn during Stage 2?
No. Hand watering of LAWNS is not permitted under Stage 2. Hand watering of landscape plants, trees, shrubs, and vegetable gardens IS permitted any day, any time with a hand-held hose fitted with a shut-off nozzle. Drip irrigation for trees and shrubs is also permitted any time.
How much water does my lawn actually need?
Lawns only need about 3 cm of water per week. Place a tuna can on the lawn during a sprinkler session and stop the sprinkler when it fills — that is your weekly target. Keeping grass at 6–8 cm height reduces evaporation and promotes healthier roots. Watering more than 3 cm per week is wasted.
Are there fines for watering off-schedule in West Kelowna?
Yes. Bylaw enforcement begins with a warning and escalates to fines for repeat off-schedule watering. The City of West Kelowna's water regulations bylaw provides for fines for repeat or wilful violations. Water is metered in West Kelowna, so off-schedule watering also shows up as a higher quarterly utility bill.
Can my BC strata fine me for a brown lawn during Stage 2?
No. BC strata corporations cannot fine residents for brown or dormant lawns during active water restrictions. A strata bylaw requiring lawn watering that conflicts with West Kelowna Stage 2 is unenforceable under the BC Strata Property Act. The Civil Resolution Tribunal consistently sides with owners in these disputes.
