Coldstream is a District municipality served by Greater Vernon Water (GVW). On May 7, 2026 GVW declared Stage 2 Mandatory under Bylaw 2545: residential lawn sprinkler irrigation is reduced from Stage 1's alternate-day schedule to one day per week, overnight only (10 PM to 6 AM). The schedule is identical to Vernon's because the wholesale source is the same. Hand-watering with a shut-off nozzle, drip irrigation, and micro-irrigation remain permitted outside the daytime window.

Hand-held hoses with an automatic shut-off nozzle are permitted any time outside the daytime window. Drip irrigation and micro-irrigation are permitted any time.

🌿 Drip irrigation & soaker hoses

Permitted any time. Drip is exempt from sprinkler hour windows.

🥬 Vegetable gardens

Watering vegetable gardens by hand or drip is permitted at any time, even during the strictest stages.

🪣 Rain barrels

Rainwater collected on your own property is unrestricted and may be used at any time for any purpose.

$200 to $1,000 per infraction (Bylaw 2545)

RDNO Bylaw Enforcement issues citations under GVW Bylaw 2545; the District of Coldstream coordinates with RDNO on enforcement within its boundaries. Report water waste to GVW at 250-550-3700 or to the District of Coldstream at 250-545-5304.

BC strata corporations cannot fine residents for brown or dormant lawns during active mandatory water restrictions. Strata landscape bylaws that conflict with GVW Stage 2 are unenforceable under the BC Strata Property Act.

Why these restrictions exist in Coldstream

Coldstream is a District municipality on the south shore of Kalamalka Lake, served by Greater Vernon Water (GVW). On May 7, 2026 GVW – administered by the Regional District of North Okanagan (RDNO) – declared Stage 2 Mandatory under Water Use and Regulation Bylaw No. 2545. The District of Coldstream is a separate municipality from the City of Vernon but draws from the same GVW source water (Kalamalka Lake, Duteau Creek Reservoir, Aberdeen Reservoir), so the watering rules cascade identically. Stage 2 schedule (same as Vernon, same as other GVW customers): • Lawn sprinkler irrigation: 1 day per week, 10 PM to 6 AM only • Odd addresses: Wednesday; even addresses: Sunday • Hand-watering, drip, micro-irrigation: permitted outside daytime window • Vehicle washing at home: discouraged • Pressure washing: limited to safety-critical preparation Coldstream's character is more rural-residential than Vernon, with the historic Coldstream Ranch heritage (1860s, one of the largest historic ranches in BC) shaping land use along Kalamalka Lake's south shore. Some long-established Coldstream Ranch properties have heritage landscape that pre-dates modern irrigation systems; these are still bound by Stage 2 rules but qualify for exemption permits in the same way as new construction. Lake Kalamalka residents sometimes ask whether they can draw lake water for irrigation. The answer is no – Kalamalka is a GVW source water and recreational drawing for irrigation requires a separate provincial water-licence permit, which is not generally granted for residential landscape use. Use your potable hose service from GVW for irrigation, and follow the Stage 2 schedule. Monitor rdno.ca/gvw for stage updates. Coldstream-specific bylaws may layer additional rules in some neighbourhoods – verify at coldstream.ca.

Stage 2 is in active enforcement in Coldstream as of May 7, 2026 – set your controller for 1 day per week (odd Wednesday, even Sunday), 10 PM to 6 AM only.

Coldstream's schedule is identical to Vernon's because both draw from the same GVW source water. There is no Coldstream-specific exemption to the GVW Stage 2 declaration.

Lake Kalamalka residents: do not draw lake water for irrigation without a provincial water licence. Use your GVW potable hose service and follow Stage 2.

Tall Fescue and Perennial Ryegrass are common in Coldstream – allow summer dormancy and accept browning on your two off-days.
