Current restrictions

Spallumcheen is an agricultural Township in the northern Okanagan. ONLY portions of Spallumcheen are served by Greater Vernon Water; the rest of the Township is on private wells, smaller community systems, or other utilities. GVW Stage 2 (declared May 7, 2026) applies to GVW-served properties only: 1 day per week (odd Wednesday, even Sunday), 10 PM to 6 AM. Properties on private wells are not bound by GVW Stage 2 but voluntary conservation is strongly encouraged given the regional drought conditions. Verify your water provider on your most recent bill before applying any schedule.

Hand-held hoses with an automatic shut-off nozzle, drip irrigation, and micro-irrigation are permitted any time outside the daytime window for GVW-served properties.

Watering vegetable gardens by hand or drip is permitted at any time, even during the strictest stages.

Fines & enforcement

$200 to $1,000 per infraction for GVW-served properties (Bylaw 2545)

RDNO Bylaw Enforcement issues citations under GVW Bylaw 2545 within the GVW service area only. Township of Spallumcheen ordinance does not currently impose civil penalties for water-conservation violations on properties not served by GVW. Report water waste on GVW-served properties to 250-550-3700; for non-GVW addresses, contact the Township at 250-546-3013.

🏠 Strata rules

BC strata corporations cannot fine residents for brown or dormant lawns during active mandatory water restrictions on GVW-served properties. Strata landscape bylaws that conflict with GVW Stage 2 are unenforceable under the BC Strata Property Act.

Why these restrictions exist in Spallumcheen

Spallumcheen is an agricultural Township in the northern Okanagan, north of Vernon and adjacent to the City of Armstrong. Only PORTIONS of the Township are served by Greater Vernon Water (GVW); the remainder is on private wells, smaller community systems, or other utility arrangements. The May 7, 2026 GVW Stage 2 declaration applies to the GVW-served portions only. Check your monthly water bill: GVW-served accounts are billed by RDNO with a clear 'Greater Vernon Water' line item. Properties on private wells receive no water bill from GVW or RDNO; voluntary conservation is strongly encouraged but Stage 2 does not legally apply. Spallumcheen and Armstrong are often confused – Armstrong is a separate City within the Township of Spallumcheen's geographic boundaries, with its own municipal water system independent of GVW. If your address is in Armstrong proper, your water comes from the City of Armstrong, not GVW. The Township of Spallumcheen surrounds Armstrong but operates separately. Agricultural irrigation is the dominant water use in the Township – Spallumcheen's orchards, hayfields, and dairy operations hold separate water licences and operate under different provisions of GVW Bylaw 2545. Residential Stage 2 rules do not directly govern licensed agricultural irrigation, but RDNO coordinates with agricultural operators on regional conservation goals during Stage 2 and higher. Supply: Okanagan snowpack significantly below normal; Duteau Creek Reservoir below 10-year average; agricultural water demand typically peaks May to August.
