🏠 HOA Rules During Restrictions

NC law (G.S. 143-355.2) prohibits HOAs from fining for dormant lawns during active mandatory drought restrictions. CW-DMAG Stage 2 LIP supersedes HOA covenants requiring lawn watering outside the assigned schedule.

If your homeowners association sends a violation notice for a dormant or brown lawn during the current restriction period, respond in writing citing the applicable law and include a copy of the current restriction order from Two Rivers Utilities. Most HOAs will rescind the notice once they are made aware of the legal protections in place. If the issue persists, contact your county’s code enforcement division for assistance.

Why These Restrictions Exist

Ranlo, NC is part of the Catawba-Wateree River Basin and follows the regional Low Inflow Protocol (LIP) coordinated by the Catawba-Wateree Drought Management Advisory Group (CW-DMAG) with Duke Energy. On May 1, 2026 the CW-DMAG declared Stage 2 LIP (the first Stage 2 since 2009) and mandatory restrictions in effect since Friday, May 15, 2026 across all 24 counties in the basin (14 NC + 4 SC communities).

Stage 2 mandatory rules

  • Lawn/landscape irrigation: max 2 days/week, 6 PM–6 AM only
  • Odd addresses water Tuesdays and Saturdays; even addresses water Wednesdays and Sundays
  • Residential pools: top-off only on Thursdays and Sundays, 6 PM–6 AM (no complete fills)

Mecklenburg, Cabarrus, Stanly, and Union Counties are now in D4 'Exceptional' drought (the most severe US Drought Monitor classification) for the first time since 2008. Lake Norman, Lake Wylie, Lake Hickory, and other Catawba-Wateree reservoirs are showing visibly low water levels.

Ranlo's name is a portmanteau of 'Rankin' and 'Love', the early-20th-century mill operators who founded the village. Adjacent to Gastonia city limits, Ranlo grew as a residential community for textile workers commuting to Gastonia mills. Ranlo is a wholesale TRU customer, so residents follow TRU's Stage 2 LIP schedule (odd Tue/Sat, even Wed/Sun, 6 PM to 6 AM) under the Gastonia Code of Ordinances Article 7 Sec. 14 framework. Rainfall Deficit: Driest October–March on record (since early 1970s) in the Catawba-Wateree basin. Mecklenburg, Cabarrus, Stanly, and Union Counties at D4 Exceptional drought, first since 2008.
