Why These Restrictions Exist

Leander, a Williamson County city of roughly 80,000 northwest of Austin and one of the fastest-growing cities in the United States, has been under Phase 2 Water Conservation since January 16, 2025, when the upgraded Brushy Creek Regional Utility Authority (BCRUA) Regional Treatment Plant came online. Leander is a BCRUA partner with Cedar Park and Round Rock, drawing raw water from Lake Travis on the Lower Colorado River through LCRA Highland Lakes contracts and treating it at the BCRUA plant near Lake Travis. The City of Leander Water Conservation and Drought Contingency Plan was last updated October 10, 2023, with ordinance enforcement beginning February 2024.

Note on naming: Leander uses 'Phase' terminology while neighbouring Round Rock and Cedar Park use 'Stage' terminology. Phase 2 in Leander is roughly equivalent to Round Rock's Standard Restrictions schedule (2 days per week, address parity); Phase 3 escalates to 1 day per week; Phase 4 prohibits outdoor irrigation. The shared BCRUA water source means all three cities respond to the same Lake Travis and Highland Lakes pressure.
