How the Canadian Stage System Works

Canadian municipalities and regional districts publish a staged watering schedule that escalates with drought. Stage 1 is the baseline summer schedule (odd or even addresses water on specific mornings between roughly May and October). Stage 2 tightens the schedule further, usually by cutting hours or days. Stage 3 typically prohibits all lawn sprinkling but keeps hand-watering and drip irrigation permitted for trees, shrubs, and vegetables. Stage 4 is reserved for severe drought and typically prohibits nearly all outdoor residential water use.

Cities That Deviate From Their Regional Stage

Not every municipality follows the regional-district stage. The two most common Canadian deviations are:

  • Surrey vs Metro Vancouver. Surrey has historically operated on a different watering schedule from Metro Vancouver's regional stages. If you live in Surrey, check the City of Surrey's watering rules directly rather than assuming Metro Vancouver's stage applies.
  • Capital Regional District (Victoria) vs the rest of BC. CRD runs a separate watering schedule from Metro Vancouver and the rest of southern BC. If you live in Victoria, Saanich, or a Southern Vancouver Island municipality, use the CRD watering rules, not Metro Vancouver's.
