🏠 HOA Rules During Restrictions

Utah law (SB 152, 2022) prohibits HOAs from penalizing homeowners for replacing turf with water-wise landscaping. Herriman's many new HOA developments are explicitly covered.

If your homeowners association sends a violation notice for a dormant or brown lawn during the current restriction period, respond in writing citing the applicable law and include a copy of the Jordan Valley Water Conservancy District's current restriction order. Most HOAs will rescind the notice once they are made aware of the legal protections in place. If the issue persists, contact your county’s code enforcement division for assistance.

Why These Restrictions Exist

Herriman is one of the fastest-growing cities in Utah and is served by Jordan Valley Water Conservancy District. Herriman's rapid new-construction growth means high outdoor water demand from new lawn establishments, the city and Jordan Valley Water have been especially proactive in pushing conservation messaging and turf conversion rebates. Monitor jordanvalleywater.org for rebates up to $3 per square foot of converted turf and weekly watering guides at conservewater.utah.gov.

Rainfall Deficit: Utah snowpack peaked at 8.4 inches on March 9, lowest ever recorded. 94% of state in drought.

This deficit has accumulated over the current water year and represents a significant departure from historical averages for the Herriman area. Water supply reservoirs and aquifer levels are well below seasonal targets, necessitating mandatory conservation measures.
