🏠 HOA Rules During Restrictions

SC HOA law limits HOA authority to require actions conflicting with state or local drought emergency orders. CW-DMAG Stage 2 LIP supersedes HOA covenants requiring lawn watering outside the assigned schedule. Property Code §27-30-510 provides limited HOA protections during declared drought emergencies.

If your homeowners association sends a violation notice for a dormant or brown lawn during the current restriction period, respond in writing citing the applicable law and include a copy of the Lancaster County Water and Sewer District's current restriction order. Most HOAs will rescind the notice once they are made aware of the legal protections in place. If the issue persists, contact your county’s code enforcement division for assistance.

Why These Restrictions Exist

Indian Land, SC is part of the Catawba-Wateree River Basin and follows the Low Inflow Protocol coordinated by the Catawba-Wateree Drought Management Advisory Group (CW-DMAG) with Duke Energy. On May 1, 2026 the CW-DMAG escalated the basin to Stage 2 LIP, the first Stage 2 since 2009, and SC and NC utilities began enforcing mandatory restrictions the week of May 5–6, 2026.

Indian Land is a wholesale water customer of Lancaster County Water and Sewer District. Stage 2 schedule and rules cascade directly from the wholesaler: residents are bound by Lancaster County Water and Sewer District's Stage 2 declaration, not by a separate Indian Land ordinance. Stage 2 mandatory rules

  • Lawn/landscape irrigation: max 2 days/week, 6 PM–6 AM only
  • Odd addresses water Tuesdays and Saturdays; even addresses water Wednesdays and Sundays
  • Residential pools: top-off only Thursdays and Sundays, 6 PM–6 AM (no complete fills)
  • No vehicle washing at home; no power washing; no charity car washes
  • Hand watering, drip irrigation, and soaker hoses: permitted any time outside the 6 AM–6 PM blackout

Goal: reduce regional water use by 5–10%. Drought stage is reviewed on the 1st and 16th of each month.

Indian Land is a census-designated place in northern Lancaster County, directly south of Charlotte across the SC state line. With roughly 50,000 residents, it is one of the fastest-growing communities in South Carolina and includes Sun City Carolina Lakes, one of the largest age-restricted retirement communities in the Carolinas. Indian Land is unincorporated, which means there is no separate municipal water ordinance and county-level governance applies. LCWSD is the wholesale water provider and the CW-DMAG member that holds the Stage 2 LIP enforcement authority; civil penalties on county-governed properties are issued through Lancaster County. The fast-growth pattern (subdivision after subdivision built since 2010) means newer homes have high outdoor irrigation demand just as the basin entered its first Stage 2 since 2009.

Monitor Lancaster County Water and Sewer District (https://www.lcwasd.org) and duke-energy.com/Community/Lakes/Drought-Management-Advisory for current LIP stage.

Rainfall Deficit: Catawba-Wateree basin escalated to Stage 2 May 1, 2026, first Stage 2 since 2009. Driest October–March on record; D4 Exceptional drought across Mecklenburg, Cabarrus, Stanly, and Union Counties.

This deficit has accumulated over the current water year and represents a significant departure from historical averages for the Indian Land area. Water supply reservoirs and aquifer levels are well below seasonal targets, necessitating mandatory conservation measures.

How to Keep Your Lawn Alive During Indian Land Water Restrictions

10 tips tailored for Indian Land homeowners during Stage 2 LIP Mandatory - In Effect Since May 1, 2026 restrictions.

Stage 2 LIP is in active enforcement in Indian Land, programme your controller now: odd addresses Tue/Sat, even Wed/Sun, 6 PM–6 AM only.

Hand watering with a shut-off nozzle and drip/soaker hoses are permitted any time outside the 6 AM–6 PM blackout, prioritise mature trees and high-value shrubs over turf.

Tall Fescue (cool-season, common in the foothills/Piedmont) handles summer dormancy well, allow browning rather than stress-watering.

Pool top-ups are limited to Thursdays and Sundays only, 6 PM–6 AM. Filling new residential pools is prohibited.

Vehicle washing at home is prohibited under Stage 2, use a commercial car wash that recycles water. Charity/fundraiser car washes are also banned.

Power washing for non-essential aesthetic purposes is prohibited; surface preparation for paint or repair may still qualify.

Install a rain barrel, captured rainwater is unrestricted at all LIP stages.

Mow at 90–100 mm through summer to shade the soil and reduce evapotranspiration during the 5–10% regional reduction target.

Skip nitrogen fertiliser through September, it forces growth the lawn cannot support during restrictions.

Monitor Lancaster County Water and Sewer District (https://www.lcwasd.org) and duke-energy.com/Community/Lakes/Drought-Management-Advisory weekly. Stage updates post on the 1st and 16th of each month.

When will water restrictions end in Indian Land?
The current Stage 2 LIP Mandatory - In Effect Since May 1, 2026 restrictions in Indian Land are effective from May 1, 2026 Until basin returns to Stage 1 LIP or below (reviewed 1st and 16th monthly). However, the restrictions may be extended if drought conditions persist or eased if significant rainfall improves water supply levels. Monitor the Lancaster County Water and Sewer District website for updates.
I'm in Indian Land but not in any city, who enforces my watering schedule?
Lancaster County Water and Sewer District (LCWSD) sets and enforces the Stage 2 LIP schedule because they are your water provider and a CW-DMAG member. Because Indian Land is unincorporated, civil penalties for violations are issued by Lancaster County, not by a municipal water department. Report water waste to LCWSD at 803-285-6919; complaints route to county enforcement from there.
How does Indian Land's schedule compare to Lancaster's?
Identical. Indian Land and the City of Lancaster are both LCWSD wholesale customers and both follow the same Stage 2 LIP schedule: odd addresses water Tuesdays and Saturdays, even addresses water Wednesdays and Sundays, 6 PM to 6 AM only. The two communities are separate governance-wise (Lancaster is incorporated; Indian Land is not), but the water rules are the same because the wholesaler is the same.
Is Sun City Carolina Lakes' golf-course irrigation affected?
Yes. Golf course landscape irrigation at Sun City Carolina Lakes follows the Stage 2 LIP schedule. Many SC golf courses use reclaimed or pond-stored water for fairway irrigation, which can offer some flexibility, but turf irrigation tied to the LCWSD potable system is bound by the 2-day-per-week 6 PM to 6 AM schedule. The HOA at Sun City has communicated the Stage 2 declaration to residents directly.
My address is in the SC ZIP but I work in NC, does that matter for the schedule?
No. Watering schedules are based on the water account at your residential address, not your employment location or commute. If your home water comes from LCWSD, you follow LCWSD Stage 2 rules. Your work location across the NC state line has no bearing on residential outdoor irrigation timing.
How do I report a water-waste violation in Indian Land?
Call LCWSD at 803-285-6919 or use the LCWSD website contact form. Because Indian Land is unincorporated, there is no city-level public works hotline; LCWSD is the single point of contact for both reporting and enforcement coordination with Lancaster County.
Are Indian Land HOA pools subject to top-up rules?
Yes. Community pools at Indian Land HOAs (Sun City Carolina Lakes, Walnut Creek, Edenmoor, etc.) follow Stage 2 pool rules: top-off only Thursdays and Sundays, 6 PM to 6 AM. Filling new pools is prohibited under Stage 2. HOAs that operate community pools have been notified by LCWSD and most have communicated the rules to residents through community newsletters.
