🏠 HOA Rules During Restrictions

HOA common areas follow assigned group schedule. Commercial/HOA properties must remove nonfunctional turf by Jan 1, 2027.

If your homeowners association sends a violation notice for a dormant or brown lawn during the current restriction period, respond in writing citing the applicable law and include a copy of the Local's current restriction order. Most HOAs will rescind the notice once they are made aware of the legal protections in place. If the issue persists, contact your county’s code enforcement division for assistance.

Why These Restrictions Exist

Las Vegas is in the Mojave Desert with just 4 inches of annual rainfall. The Colorado River supplies ~90% of Southern Nevada's water via Lake Mead. Since 2021, federal water shortage declarations have cut Nevada's Colorado River allocation. Despite adding 750,000 residents since 2002, SNWA has cut per-person water use by 48% through aggressive conservation including this mandatory group-based seasonal schedule. Nevada's 2027 nonfunctional turf ban, the first of its kind in the US, will remove ~3,900 acres of decorative grass from commercial and HOA properties to save an estimated 10–12 billion gallons per year.
