🏠 HOA Rules During Restrictions

Georgia HOAs cannot enforce lawn-appearance standards that would require homeowners to violate active municipal water ordinances. Document compliance if your HOA sends a violation notice.

If your homeowners association sends a violation notice for a dormant or brown lawn during the current restriction period, respond in writing citing the applicable law and include a copy of the City of Valdosta Utilities's current restriction order. Most HOAs will rescind the notice once they are made aware of the legal protections in place. If the issue persists, contact your county’s code enforcement division for assistance.

Why These Restrictions Exist

Valdosta moved to MANDATORY outdoor water use restrictions effective April 15, 2026, in response to ongoing drought, reduced rainfall, and increased demand that have significantly impacted local water source levels. The restrictions are enforced under the Georgia Water Stewardship Act (in effect since June 2, 2010). Outdoor watering is prohibited between 10:00 AM and 4:00 PM. "Protecting our water supply is a shared responsibility," said Utilities Director Jason Barnes.

Georgia EPD declared a statewide Drought Response Level 1 on April 27, 2026, the first formal drought declaration since 2012. Level 1 adds an information-campaign requirement on top of Valdosta's existing mandatory rules. Level 2 would trigger mandatory 2-day/week restrictions statewide. Monitor epd.georgia.gov/watershed-protection-branch/drought-management for updates.

Rainfall Deficit: Lowndes County deeply impacted by 2026 drought, see City of Valdosta Utilities for current deficit data.

This deficit has accumulated over the current water year and represents a significant departure from historical averages for the Valdosta area. Water supply reservoirs and aquifer levels are well below seasonal targets, necessitating mandatory conservation measures.
